Is it possible to pass a certificate to run on an i-device?

Let's say there is a person A who has an Apple developer certificate (license), the one that costs $99.
And there is person B, who is not licensed, located remotely, who is developing an iOS application, and wants to test it on a real device.
Can person A give person B such an opportunity (in the form of a certificate file, or something similar)?
Or, for example, the company has a certificate, and the developer wants to work at home, or there are several developers - the situation is similar.
I heard that there is something like licenses for beta testers, no more than 100 people, but more precisely I did not understand if this could help.

Two options:
1) Export the developer profile from the Organizer. Exports all certificates + provisioning profiles.
2) Export only the necessary certificates from the Keychain (to p12). Well and separately profiles.
Further we import by the necessary machine. You can share it with any number of people in theory, except that you can add new devices only if you know your login / password.
And yes, it's better to keep the exported developer profile somewhere in backups, in case you can quickly restore it and not bother with recreating certificates and updating everyone's profiles.

Everything is very simple. The developer must enter the UDID of the tester's phone into the Apple database. And then just send the tester a regular .ipa file, which the tester will simply upload to iTunes and synchronize with the device.

Everything is really simple. In its developer profile, it adds the UDID of the device on which your tester is going to test. In XCode, do Product->Archieve. When the *.IPA file is created, click the Distribute button and select the option where there is an inscription Ad-hoc development purposes. Choose where to save the file. Send it to the tester, he will install it via iTunes.
