The Viber client (if on Windows 10) writes everything in sqlite - open it with any reader and, if desired, you can gut it with a simple script. But the computer must be kept on, minus

That's right, there is no such possibility. In Viber, bots can only reply to messages from users who have explicitly subscribed to them.
