1) a lot depends on the working environment DE WM, etc. - perhaps similar functionality will be implemented there, or some opportunities for implementing what you want.
2) dig aside xrandr xprop xwininfo wmctrl xdotool
for example:
xwininfo xwininfo -tree -root will show you all open windows with their size and position on the screen
through xrandr you can determine the size and position of the screens.
knowing this information you can filter the window IDs you need.
and with wmctrl you can manage windows
, maybe it can be done with wmctrl alone...
