Is it possible to migrate a project from vs 2008 to 2019?

I have a project in Visual Studio 2008. I want to migrate it to Visual Studio 2019. Will it be compatible without completely rewriting it? Is it possible to put old frameworks, etc. on vs 2019? In general, is it possible to avoid rewriting the project?
