Is it possible to mediate in payment systems?
The client wants something like a trading platform, like there are sellers and buyers, and he receives a commission on sales. The question is whether it is possible to do this in Stripe or PayPal, or can someone tell me another payment system?

And PayPal, Stripe are external payment systems through which you deposit or withdraw money from yourself.
In general, it is the client's task to work out the issues of the movement of money and issues of legislation.
If your question is technical - then the answer is "YES" - it is possible.
And it's easy.
If the question "HOW" is a question for the client - how in those countries it is allowed to deposit / withdraw money, and whether it is convenient to pay or receive it through certain payment systems.

But if PayPal bans your accounts for illegal transactions - remember, this is not your problem.
This is the problem of a client who has not worked out legal issues.
If he is not able to work out these issues, run away from him.
He has no money for your services.
