Is it possible to make local access to files on vds and prohibit downloading?

Is it possible to host a site on vds with the ability to receive and read locally the same js / css and any other files from an arbitrary directory outside the site root and prohibit access to downloading them via PCM or various software?
What do the sites write on, that when copying the code it turns out to be as curved as possible and there is no way to exploit it in the future? I noticed many times that many elements were not available.
Is there any copy protection for the site?

this is in my opinion in every school of web pogrom shove.
