Is it possible to make chat on wp via api?

I want to make a chat on wp through api for user communication with the administrator. where the administrator will have a separate application on the phone for this chat. how to implement such an idea?

Yes, from my experience I can recommend three free chats:
- Re:plain
- JivoSite
- Chatra
All three are pretty good. You can answer both from a PC and from smartphones.
