you can just send a command to the built-in browser to open the url when the program starts.

You can either, as Alexander suggested , or, as a more common option, by inserting a full-screen widget into the WebView application and opening the desired site in it. The only thing you may need to pre-optimize the mobile version of the site for normal operation.
