Is it possible to stream a video / stream from YouTube to a video call in a telegram with a bot?

If so, what libraries are required for this?

Hypothetically, yes. But it’s not a fact that there are ready-made solutions, and even more so specifically for a node. You need to look at the cart library you use, whether it supports video calls, and if so, in what form it accepts a video stream. If it's something abstract, then perhaps it will be possible to wrap the video from the stream into this format and feed the cart a little. If access is required specifically to the webcam, then look for the implementation of a virtual webcam.
