All mail services do not like interactive - at best, it will work only in desktop versions of mail clients.
2.
Some people don't like gif (eg outlook) - only the first frame will open.
Conclusion: Maybe not?

You can make almost any interactive and dynamic data through AMP
https://postmaster.mail.ru/amp/ mail support CSS and AMP. AMP mail apps are generally not supported.
