Is it possible to make a filter on two rows in a Google Spreadsheet?

There is a main filter which is placed at the beginning of the line.
But what if I want to add another filter to another line so that this line is fixed and does not allow the lines below to rise through it when filtering.

Here I had to combine the line to at least somehow separate it.

One of the bad practices is to combine dissimilar data on the same sheet. Make two sheets for two sets of data, and filter them there. If later you need to see everything on one sheet - just duplicate everything on this "dashboard".
