The question is, is it possible to make a similar interface on WinAPI / DirectX? Or the maximum that can be done is a primitive menu with buttons, etc.?

Well, since WPF does this, and WPF is made on directx, then you can.
On winforms, this can also be done, and winforms are just a tweak over winapi
In order not to suffer - take a normal UI Framework, and do not invent everything from scratch
Chrome, in principle, also renders everything through directx, so I also think you can add it as proof.
