Is it possible to look somewhere in the logs for the reason "PDOException: SQLSTATE[HY000] [2002] Connection refused" in more detail?

When running phpunit in Laravel it gives

PDOException: SQLSTATE[HY000] [2002] Connection refused

but at the same time , Laravel itself connects to the database normally, migrations are launched .

What could be wrong?

Is it possible to look at some logs to understand the reason for Connection refused?
