Is it possible to localize an application after publishing it in the AppStore?

When I sent the application for the first check for the last time, I noticed that you can add screenshots, or add localization.
I want to know if this is true? Can you safely send an application with one screenshot, and after passing it, add new localizations and screenshots without adding a new version of the program?

After the start of the check, nothing can be changed, except for the description of the application.

Localizations could never be added without an update. Once upon a time, maybe. a couple of years ago it was possible to change screenshots without updating, but then this shop was closed. As far as I remember, due to the fact that scammers began to use it, for example, to sell their application with screenshots of another game. They just changed the screenshots when the game had already passed the test.
