Is it possible to load the addressing table (scv) into Routeros in dhcp>leases? Despite the fact that there are several VLAN id's. Maybe there are scripts?

you can search for them, or you can try to convert your csv to a list of commands like

/ip dhcp-server lease add address=1.2.3.4 mac-address=112233445566

You may need to add more parameters in your case.
