Is it possible to limit the speed when distributing the Internet over a local network?

The computer has Internet from a 3g modem, the computer distributes the Internet to another laptop via a network cable. Is it possible to somehow programmatically limit the maximum speed of the distributed Internet on a computer. When Skype is running on the laptop with a video or something is downloading, it takes all the bandwidth from the 3g modem
