Is it possible to filter messages in Telegram groups or channels so that not all participants receive messages? Is it possible to implement such functionality for a bot?

Groups and channels are public services, there is no such functionality now. You can mention the members you are interested in using @username. Or, if users have a dialogue with your bot (they are not in the same group with it, but a separate dialogue is launched), you can write there.
