Is it possible to license term papers, essays, diploma project when studying at a Russian university?
When studying at a state university of the Russian Federation, can I impose any licenses on a term paper, report, abstract (provided that all the material was created by me personally, there is no citation)? For example Creative Commons (CC-BY-SA). Or is everything that I write for the university is the property of the university (such is the whole activity of scientists at a university or other high-tech institution)?

These strange letters (CC-BY-SA) on the territory of the Russian Federation do not work from the word in any way. IMHO, nothing will change from the fact that you write them, except that it will be a waiver of further claims outside the Russian Federation.
Research workers have an employment contract, see acc. articles of the Labor Code of the Russian Federation
UPD at least, the text of the license must be written in Russian or a notarized translation must be attached.
I have not heard about the fact that term papers are the property of the university, you need to look at the Federal Law "On Education" and so on. but there will be no such thing, respectively, the rights should not be transferred.
