Is it possible to intercept a file request on Windows?

There is a program, it refers to the license file - name.xml. The task is to locate this file on a remote server so that you can use the program on different computers. One of the fastest solutions is to host a program on a windows server and connect to it remotely.
But there is a question about another solution to this problem, is it possible to intercept access to this file throughout the system, replace its contents with the contents of a file from a remote server, and return to the user or program?

Combine computers in a VPN, create a sphere with a license file, connect it as a network drive to all computers and it may work. From the side of the program, the file will be located along a path like Z:/lic/license.dat
