Is it possible to integer scale a non-multiple resolution such as 1080p to a 1440p monitor?

So that the external contrast does not differ from the full hd picture on a fullhd monitor. On a 4k monitor, you can display full hd without complex algorithms and everything will be fine, in full screen and at the same time without terrible soap, everything is extremely clear and contrasting, albeit with ladders. And if you output a 720p image to a 4k monitor without interpolation, then the image will no longer be in full screen, is there such an algorithm that works like integer scaling, i.e. does not try to get non-existent information, but at the same time is able to take and display conditional 720p on a conditional 4k monitor in full screen?
