I originally installed Ubuntu, but now I need to install Windows 8 again.
With Legacy mode, it says - Media test failure, check cable, and with UEFI - no bootable device and does not see the bootable flash drive
, tell me what's the problem?

Have you configured the bootloader on the flash drive for EFI? Because EFI does not see bootloaders from MBR and accordingly MBR does not see EFI bootloaders

Do you plug the flash drive into the USB 2 port (black)?
Or USB 3 (blue)?
I did not install from USB 3
