Is it possible to install packages on Windows Server via GPO?

There is a domain controller and several servers (all windows server 2012 r2 in an Azure environment). Is it possible to assign packages to be installed on a Windows server via GPO? Through logon-scripts, everything is fine, but through Sofware Installation, nothing. Or does this mechanism work only for workstations?

The mechanism works for everything that is included in the domain.
