How does a computer detect an ip conflict?
Hello!
There are two computers - PC1 and PC2. Both are in the same broadcast domain. On PC1, the network settings are set statically: ipv4 - 192.168.1.2/24 gw 192.168.1.1.
When setting the same parameters on PC2, it accordingly issues a conflict of ip addresses.
And actually I have such a question, how does the computer determine the conflict, and almost instantly using the settings?

Broadcast request via ARP protocol, asking "who has ip 192.168.1.2, respond".
If a response is received, the conflict is obvious.
