Is it possible to install an OS on a phone through a virtual machine?

Given: a smartphone and a computer (laptop) on Windows 10
Task: In a virtual machine (on Windows) install TIZEN on a smartphone (on ubuntu)
Description: You need to install TIZEN on a smartphone instead of Android, but in the instructions ( link to off. site ) Linux, on Windows, it apparently refuses to work.
