Is it possible to install a docker build on a machine where docker is not installed?

I read an article on Habré where the author says that docker is the solution if you need to submit an application with an environment. This is my case. And that's the reason why I don't sell it. But I didn't read the article and lost it..... I know how to install docker containers on machines where docker is installed. And I'm guessing how to install its packages on linux systems. How to deal with other people who do not want to install docker and sit under Windows or poppy

You can't run docker containers without a docker daemon.
How to be with people? agree.
There is a docker for windows and osx.
