Is it possible to implement call forwarding with the subscriber's choice of two options using a voip gateway?

Tell me if it is possible to implement the following using a voip gateway: it is
necessary to receive an ip-telephony signal, after the voice says select 1 to send a fax or wait to communicate with the subscriber and forward the call to a mobile number. When you press 1, it transfers to the line where the fax machine is located or to the line with the “fax to email” service.
How many ip-telephony lines are needed for this? Is it possible to “place” such a redirect directly with the provider so as not to install any additional devices at home?
PBX is not an option, except for the above, no other options or services are needed and will not be needed in the foreseeable future.
If it is impossible to implement using the gateway, then how can it be implemented?
