Is it possible to immigrate without higher education, but with a specialist certificate?

Is it possible for a Russian IT specialist (programmer) without a higher education institution to immigrate abroad on a work or other visa that gives the right to work legally, having only an IT specialist certificate to confirm experience and knowledge?

I advise you to watch the Blue Card . At this stage, it is issued only to holders of a higher education recognized in Europe, however, there was also a clause in the draft law that a card can be issued without a higher education if there is at least 5 years of experience in the profession. If this supplement is also approved, then you have a chance.

If the question is about the USA (or other developed countries), then the answer is that without a HE diploma it is much more difficult, no certificates will replace, but only confirmed years of experience (for the USA, this is three years of work for 1 year of study, i.e. you need to work out in the specialty 15 years to "replace" the diploma of a university graduate).
What about certificates. We look here and study which industry and vendor certificates give how much to the RFP in the states.
And of course, if someone is a well-known genius and his potential contribution to the development of the country is great, then they will give a residence permit without any education and diplomas. If the genius is simpler (or not yet known), but managed to convince the sponsor of his genius, then this sponsor can organize the process of applying for H1B, but it is not yet a fact that the embassy will issue this visa in the end.

If we are talking about the USA, then the H1B visa implies a diploma, without it you can only apply for H2 - simple workers.
