Is it possible to highlight code block lines (or tags) in Sublime Text?

Syntax highlighting

I'm watching Bootstap tutorials. They use the Brackets text editor.
If you place the cursor on the opening or closing line of a block of code, both lines are highlighted.
Can this be done in Sublime Text?
If the answer is to use the BracketHighlighter plugin , then the question is how to set it up so that the lines are completely highlighted. I tried to change some settings - found nothing.
