The proxy hides the user's ip, but not all of them, some pass the ip address on request (not the authorities, but the software request, it seems HTTP_X_FORWARDED_FOR, I could be wrong), for anonymity it is rather weak, it is better to use something something more serious, the same VPN (there are many services, google it), or use I2P, but there you already need to understand a little. For short sessions, TOR is fine.

All public services with proxies are one way or another fawn. For you, the easiest option is to buy a dedik abroad for your own proxy or vpn. Think about how you can pay for it anonymously.
