Is it possible to have two accounts on ebay and under what conditions?

I want to create a second account on ebay so that the same paypal is linked to them. Is it possible to do this and will they not sue me for such frills? I'm not going to outbid myself in auctions, I just don't have enough monthly limits on one account. Or do I need to create a second paypal account (for my wife, for example)?
