Do I understand correctly that only owners of a full-fledged account can write on all sub-sites of the habr, and I just have to vegetate in the bottom and not be able to ask anything?

Since last year, these are two different sites. Having an invite to Habré - you write only on Habré. If you have an invite to gyktimes, you write to gyktimes.
On giqtimes, the topic is different from habr, try to write something useful there, giqtimes is easier than habr.
Another way - often the authors have contact details in the profile and they can be found in social networks
