Is it possible to get rid of input language and hotkey dependencies in Wacom and Illustrator?

A few questions that arose when mastering Illustrator
1) Illustrator hot keys work normally when the input language is English, if it is Russian, then some of the burning keys do not work, for example "[", "]"
2) Every time after changing the tool " Blob brush” and back again, you need to go to the “Blob brush” settings, move the “brush size” slider, so that the reaction to pen pressure starts working (the settings are saved, but until you shift the brush size by at least one pixel in the settings, response to pressure will be like that of a mouse)
3) Hotkeys for Wacom also depend on the layout of the input language, i.e. in order to somehow work on different layouts, you need to add both options for the keyboard shortcut, but it still works fine (for some reason in Russian), in eng. The layout has a jamb with "undo the last action", after saving the keyboard shortcut, I open it and instead of {Cntrl}z it says {Cntrl}{ffffffff}.

Punto Swither installed? If yes, then add the illustrator to the exceptions. If not, then I'm at a loss...
