Is it possible somehow to get the url link to the user's music. For example, I know the user id and he has music open and I need to get the url of the link to download this music

You can, through the API without problems.

audio.get - получить музыку пользователя
audio.getById - получить инфу о треке (включая url)

But you can only perform these methods on behalf of applications authorized for music.
AppId or token directly for such applications can be obtained here https://vkhost.github.io/
