Is it possible to generate documentation from function comments via phpStorm?

Hello, is it possible in phpstorm to collect documentation in html format on comments to functions and methods? It seemed to me that since there is PHPDOC, then it is possible to collect this documentation, as in javadoc?

Why would an IDE do this when there are normal utilities ?

For yii2 there is an extension www.yiiframework.com/doc-2.0/ext-apidoc-index.html generates documentation for the project. And by the way, their documentation is generated by this component
