I want to try to work with Intel AppUp, but, as I understand it, their payments are organized through PayPal.

Is it possible to somehow get a full account?

Try to get a Virtual US Bank Account with Payoneer and link PayPal to it.
The process is described here: habrahabr.ru/blogs/pay_sistem/95045
Then the money will come directly to the Payoneer card.

No. Unless you get a card from a bank outside of Russia (and another list of countries).
