Command line

Is it possible to format a disk without partitions from the command line?

I inserted a new hard into a computer running Windows Hyper-V Server 2012. The hard system sees, but since. it is not yet formatted, the letter is not assigned to it. Accordingly, there is nothing to apply the format command to. I really want to format the disk, tell me how to do it :)
Limitations:
* Disk Management is not available in this OS version.
* The usual Server 2012 (with GUI) is not nearby either (if it was, Server Manager would help with a remote connection).
* The machine is remote, so pulling out the disk, formatting it in another computer and returning it to its place is also not possible.
Bonus:
* Despite the sawnness of Explorer and many other important and useful GUI-pieces, some applications are still installed on this wonderful server (for example, I definitely launched Far and HWMonitor, though still on Hyper-V Server 2008R2, but it’s also possible for 2012) . If you know some lightweight third-party application that can format in the conditions described, please write.
