How to use console commands on the server?

Good day.
I just can’t figure out how to connect to the server from the console in order to execute console commands, for example, the same Yii2?
Windows 10 system. There is a Linux subsystem.
Site on a regular Shared hosting. Is there such a possibility on such hostings?
Help who knows.
