Is it possible to forcibly reduce the speed of the router?

Is it possible to somehow reduce the speed of a 4g router (Huawei, ZTE some cheap models) so that it is not possible to watch Youtube but only call and write?
I thought that you can just block Youtube but still you can watch through other services.....

The most correct option is a white list of services and addresses that need access.

I don't think. Restrict in the tariff, as an option.
And what's the problem then? Let them watch, don't mind
