Huawei HG8245H router went crazy... how to cure it?

There is a Huawei HG8245H router, Internet from Rostelecom via optics. We use Wi-Fi and the only computer is connected via a patch cord to it via LAN port 1 (the rest of the ports are free).
DHCP is enabled on the router as it should be (the router itself and its web interface are available at 192.168.100.1 ), and IPs are distributed starting from 192.168.100.2, respectively, the desktop computer on the LAN1 port has IP 192.168.100.2, and Wi-Fi devices in the same subnets have IPs further down the list.
But here an unknown incomprehensible nonsense happened:
Today I bought a Grandstream SIP phone, namely: DP750 - base and DP720 handset.
The base is connected to the LAN port 2, and the base requests an IP from the DHCP server when it is first turned on, but that was not the case ...
I can’t open the web interface of the base, but through the connected handset to the base I see its IP, which it grabbed on this LAN 2 and it completely discouraged me: 192.168.243.230, subnet mask 255.255.240.0, gateway 192.168.240.1
As you can see, the base did not enter the network 192.168.100.2-250, that is, in fact, the DHCP server of the router did not assign the correct IP to it ... Of course, I can’t configure anything, since the base web interface is not available from the desktop PC.
I went through all the settings in the web face of the Huawei router, everything seems to be set up and working, BUT:
The desktop computer receives IP 192.168.100.2 and the gateway and subnet 255.255.255.0 only on port LAN 1, tried to transfer it to LAN 2/3/4 - and the same thing happens as with the SIP base - the computer picks up IP in the range 192.168.243 .*** and as a means the wrong gateway and does not see anything on the Internet ...
Question: why do all ports except LAN 1 give such a game? And how to fix it?
PS: before that, they used a TV set-top box from Rostel, it was connected to one of the ports ...

You need to figure out how it's set up. It may be that this VLAN port for TV, for example, is divorced.
I have MGTS and HG8245T, the Internet is only wired to the first three ports. View in the WAN section by selecting the desired VLAN.
The issue is resolved: VLAN is bound to all ports except LAN1, the user under which you can edit the settings is unknown (apparently the provider's engineer did his best). Called tech support, sent them down the erotic route.
