Is it possible to fix the processor?

I bought a processor today from my hands, when setting it up, the computer did not turn on; upon inspection, I found that there was a missing protruding element (either I somehow broke it off, or the seller attached it to the snot, or maybe I looked crookedly and did not pay attention).

Presumably this is a 22pf capacitor - you can solder it, but it is advisable to double-check the rating of the neighboring ones. It only means that the processor was removed from a burned motherboard, and has already been soldered using not the highest quality consumables.
Armenian Radio It's not like jewelry work - usually a microscope / glasses and a good soldering iron are enough. The problem here is that when soldering 0201, thermal shock is terrible, and an induction soldering iron is needed.

this capacitor is most likely 0201 size.
Pick up can be real, but long.
Most likely large capacity, and lowESR.
But it's most likely not the problem.
Because this is most likely a power conduit and there should be a lot of them connected in parallel, and + -1 pc affects stability.
Although this capacitor can also lead to other critical circuits such as a PLL - then it will work, but then you need to know exactly all its parameters, and this is already a finger in the sky.
