Syntax highlighting

Is it possible to fine-tune syntax highlighting in Sublime 3?

I adjusted the backlight for myself manually through the code. But there are more than 175 thousand lines of such code

<dict>
<key>background</key>
<string>#0D0D08FF</string>
<key>foreground</key>
<string>#C3C2B9FF</string>
<key>caret</key>
<string>#45453CFF</string>
</dict>

I selected a color from the current syntax through Colormania and replaced it with the one I needed. But it's terribly inconvenient. I want to customize my html, sass, css, js syntax. Is it possible to customize the backlight for each language?
