I know that by BSSID you can find out the location of a person. But in order to do this, you need to know it first. And given that the BSSID changes when you connect to another wi-fi, I would like to learn how to determine the BSSID by immutable values, so to speak. As far as I know, the Mac address is just one of these values ​​(that is, it does not change). It became possible to determine the location of a wi-fi point by bssid thanks to the creation of a map on which these wi-fi points were caught in different areas.
It is impossible to find a mobile device in this way, because:
1) it does not broadcast, which means it does not provide data about itself
2) even if the hotspot is working, the mobile usually moves in space, and the likelihood that it will be noticed by the one who makes the map , is extremely small.
This can work if you have turned on the distribution of the Internet on your mobile phone and keep it in the same place 24/7

The BSSID of a wifi point is its MAC. SSID is her name. You won't know either one or the other anywhere, knowing the MAC of a person's mobile device, simply because client devices themselves do not report to any "center" the properties of the AP to which they are connected.
