I need to get the ftp connection password from phpstorm, is there any way to do this?

As far as I know no. If you have a master password (that is, it is configured to save passwords to local storage), then the passwords are stored in encrypted form and cannot be pulled out in any way. If there is no master password, then the passwords will not be saved.
