Is it possible to enter a master's program in Europe/USA after distance learning?

Hello, now I am choosing between full-time and part-time education, specializing in information systems and technologies. I plan to enter SPbSPU. I am more inclined towards part-time, because I will be able to gain work experience by the end of the training. But, will it be possible to enter a master's program in the same specialty after distance learning, preferably for state-funded places, in Europe or the USA? Or is only full-time education quoted there?
