Is it possible to enclose a word or phrase in a title tag that is not a title as such?

Hello. Can title tags be used even when the phrase is not a title for a crawler? For example, a blank page with just the phrase "COMING SOON" enclosed in a tag.

Or when there are a lot of h2 headings on the page. Or h5 etc.

Or is it still better/cleaner to use headings only for the actual title, and format everything else as plain text?

The question arose because the designer provides that all h1-h6 headings have their own unique design + adaptability to different resolutions, while regular text needs to be manually written in each style and size.

Do you mean keyword?
The page should also follow the h1>h2>h3...
heading structure. Heading tags should not contain anything but text. Do not use links, pictures, or other content in tags.
h1 is used with the highest frequency in the cluster.
h1 should only be on the page once.

Similar to Yandex, the image is taken from the page content automatically, you can't influence it.
