Is it possible to duplicate requests in an advertising campaign?

We ordered the launch of contextual advertising (Yandex.Direct) from an advertising agency.
They selected 136 requests.
We created a campaign and made 136 ad groups in this campaign.
The first group contains all 136 requests selected initially.

  • Buy an elephant
  • Buy an elephant St. Petersburg
  • Buy a red elephant
  • Elephants from the manufacturer
  • etc.

And each remaining ad group
contains one query from the first group.
Those. the second group of ads is shown on request Buy an elephant

So my question is, is this correct?
Will it not turn out that all these ads will compete with each other as a result?
Or is it normal practice to spawn ad groups with the same subject queries?

Of course, requests in one campaign should not be repeated. But perhaps you haven't noticed some operator or setting that makes this generic ad group different from all the others?
Maybe it uses quotes around keywords, some kind of audience gain, or some kind of template in the ad? Something that could explain the special idea of ​​the agency.

This is not right or wrong. Will not significantly affect the operation of advertising. Yandex will choose in which case what is better to show. The only thing is that due to duplicates, it can be more difficult to optimize a campaign for CPA.

In Google, such moments lead to competition between groups of ads, this affects the ad rating, I mean the position.
Personally, my opinion is that this is not entirely correct, but as noted above, you may have missed something.
If we talk about the type of keyword matching (modifier in Yandex), then there are all 4 of them, the bidding strategies themselves are also no more than 10 +\. But it is better to test strategies in turn or conduct an "experiment" (again, I rely on Google Adwords)
