I googled this question and there were similar ones, but for accuracy I decided to ask again.
There are sites:
domain.com
gorod1.domain.com
gorod2.domain.com
The division goes by cities: central and regional.
Each of the sites has the same categories, which can contain both content individually for this city, and general content, which can be duplicated in other cities.
Primitive example:
City
news World news
That is, city1 will show the news of its city, but it is also possible to display world news.
City 2 will show the news of this city, but you can also see the world news.
General news - world news, which can be duplicated.
Actually this is the question
. Is it really bad that they are duplicated? Is it necessary to change it?
Note: In the Yandex (Google) webmaster, of course, indicate the regionality (city).

Duplicate content is never a good idea, create unique content for each city if possible

An interesting question:
1. There are no cities in Google =) only a
country most likely geo-independent... (if the site is news)
in this case, I would refuse to create subdomains, limit myself to creating sections by cities
saying "news of the city of such and such"
is a completely different story for a commercial site...
