Is it possible to dump Oracle without access?

There is an application with an Oracle database, but there is really no access to it, resetting passwords and other shamanism with a running application is still left to the very last option, it is also not possible to peep access in the configs (not web). There is physical access to a piece of iron. The task is to raise this database on a test server with a known login and password. +/- the error in the data is forgiven, it is impossible to put a combat database in any way.
Maybe someone has some ideas? How possible is the option to simply copy all the files that the database records and feed the same version of the database to another piece of hardware? It seems that through the restoration it was possible to do this with Mysql, but here?

Proceeding from the proposal 'copy files' apparently there is not only physical access to the piece of iron, but also to the operating system? Then it is more reliable not just to copy the files, but to do it through a snapshot of the file system.
And in general, I would transform the task of 'raise this database on a test server with a known login and password' into 'raise a copy of the working system and reset the password already on it'. Accordingly, you take a backup that can create a bare metal restore for your platform (99% of what it is already aware of snapshots and all that), make a full backup, deploy it on a neighboring piece of iron and play.
