Is it possible to drop throughput after reinstalling Windows?
Before reinstalling Win10, my Internet speed on my laptop was 80-90 Mbps, as I recall, there was nothing besides the TTL setting that could affect the network.
Now, after I reinstalled Win10 (before that, I first installed Linux Mint and returned everything back to Win10), the speed on the laptop does not rise above 25 Mbps.
The phone gives out 40-50 Mbps on tests, and the PC through ethernet gives out 80-90.
But the laptop does not even come close to these figures.
UPD: If you cheat and make the phone like an Ethernet wire, then I will receive 40-50 Mbps, but this is not very practical

Perhaps the problem is in the drivers (are we talking about wifi?).
Windows has supplied its own, but for full speed - you need a manufacturer.
1) Maybe it's in the browser. Yandex or Opera have built-in dns or vpn, respectively.
The speedtest service has an official app for windows. It is available in the microsoft store. Download and check the speed there.
2) If the speed is the same as in the browser - perhaps the problem is in the driver. Type in the name of the laptop on the Internet and the support tab will have everything you need.
3) Also, the speed of the Internet depends on the overall performance of the device. Perhaps earlier there were other frequency settings or a different power scheme. Try changing the power plan in the control panel.
4) If nothing really helps, then you can download clean Windows from the Microsoft site.
