Is it possible to download from an rsync backup?

There is a ssd + hdd system.
Is it possible to organize a backup of the contents of ssd to hdd so that you don’t have to do almost anything to boot from the backup to hdd, if it itchs (ssd is dead, for example)?

Certainly. Put GRUB on the HDD, set it to boot from the partition you are backing up to. Make a backup to the root of the partition. When it comes time to boot from the HDD, at most you will have to fix /etc/fstab.
